Update organizer settings

This API is used to update organizer settings data from the super admin like organizerPageURL, billingType , waiveOffAttendeesUploadFee, freeQuantity, isAutoBilling. This API can be accessed by super admin only. It returns a successful message response. we need to pass the authentication key to authenticate the super admin.
